The obverse depicts a classical female figure resembling a Caryatid, standing between two columns, her robe flowing in symbolic gesture of justice and dignity. At her feet appears the inscription “DRETS HUMANS” (Human Rights). Around the rim runs the legend “50e ANIVERSARI DEL CONSELL D’EUROPA”, with the dual dates 1949–1999. The reverse displays the crowned coat of arms of Andorra, divided into heraldic quarters featuring the bishop’s mitre and staff, the Catalonia stripes, the Foix pallets, and the Béarn cows, framed by the motto “VIRTUS UNITA FORTIOR”. Surrounding legend: “JOAN D.M. BISBE D’URGELL I PRINCEP D’ANDORRA”. The denomination 10 D. EURO and the year 1999 complete the design.
